libskindesignerapi - Library that lets VDR plugins draw their OSD through Skindesigner

Library which provides the Skindesigner API to other VDR plugins.
VDR plugins using this API are able to use all Skindesigner
facilities to display their OSD representation.

- Update to 1.3.1
- Install the themes into /etc/vdr/themes, where stock VDR looks for them;
they went to /var/lib/vdr/data/themes, which VDR never reads
- Install the widget scripts into /usr/lib64/vdr/skindesigner/scripts, the
path compiled into the plugin, instead of below /usr/share
- Own a vdr writable /etc/vdr/plugins/skindesigner/installerskins, where the
skin installer actually clones to, instead of an unused directory below
/usr/share; recommend git-core, which the installer runs
- Document the /usr/share/vdr/logos default in README and skindesigner.conf
- Fix a parallel build race that compiled in an empty libskindesignerapi
version (for upstream)
- Link libskindesignerapi with the distribution LDFLAGS (for upstream)
- Require the matching libskindesignerapi, recommend the -data subpackage
- Modernize spec: use upstream's install target, drop Group, the explicit
ldconfig scriptlets and %{set_build_flags}, rewrite the descriptions
